The European Performance of Buildings Directive came into effect on 4th January 2003
Its purpose is for all EU countries to achieve a highly efficient and decarbonised building stock by 2050
The UK is still bound by this legislation and introduced the Climate Change Act in 2008 which includes proposals to cut UK Carbon emissions by 80% from 1990 levels, by 2050.
This was amended in 2019 to achieve NET ZERO by 2050
The Building Regulations Approved Document L – Conservation of Fuel and Power requires an energy assessment to be carried out on all new buildings at the design stage and an Energy Performance Certificate provided on completion – it is also a requirement to conduct an airtightness test on a sample of the buildings
